When are BC housing target progress reports due?

The deadline is set in each municipality's own housing target order, not in the Act, and it is the same formula everywhere: the progress report must be received by council resolution within 45 days of the end of the reporting period.¹

Port Coquitlam's order sets the periods out in Schedule C:¹

Period 2 ended on July 31, 2026, so the Year 2 report is due on September 14,

It is a public meeting, not a filing

The form is explicit about the sequence, and the order of operations is what makes this useful to anyone with a project in one of these municipalities. The report "must be received in a meeting that is open to the public and by Council resolution within 45 days after the end of the reporting period", and only then is it submitted to the minister and posted to the municipal website "as soon as practicable after it is approved by Council resolution."²

So the document reaches a public council agenda before it reaches the Province, usually about a week ahead of the meeting. That is the window in which it can still be read and responded to.

Why the agenda is worth watching

Where a target has been missed, the report has to set out the actions the municipality intends to take over the following two years. That list is a municipality committing itself in writing, to the minister, to a work programme. If your file depends on a process the municipality is about to promise to fix, or fails to mention, the council meeting is the moment to say so.

What happens after it goes in

The Housing Targets Branch assesses the report against the performance indicators in Schedule B of the order. If targets have not been met and satisfactory progress has not been made, the minister may begin compliance action.² What "satisfactory progress" means is not defined anywhere in the Act.
